**This is a condition Plug-in for Locale v1.x (NOT FOR BETA version)

Trigger situation based on phone state (in service, out of service, roaming, etc..).

Example:
- you need to be always available at work? trigger an alarm when network is out of service.

v1.6: workaround for a HTC bug with com.android.settings
